Specifications include, but are not limited to: Fulton County, Georgia (“County”) is seeking a consultant to develop a comprehensive strategic plan for a Technical Assistance Grant for the Fulton County State Court Self-Help Center. Through the issuance of this Request for Proposal (“RFP” and/or “Proposals”), the County is soliciting Proposals from qualified Proposers for the State Justice Institute (SJI) technical assistance grant. The consultant will work with Fulton County State Court (FCSC) judges, the Solicitor General and court staff to identify strengths and challenges of the center that may be suitable for self-help center service solutions; evaluate the effectiveness of existing forms and current technology for expanded use; prioritize customer needs with regard to their ability to navigate the court system as a self-represented litigant; evaluate a range of self-help center services best suited to meet those needs, including but not limited to services already identified by FCSC as potential options; review current services to identify opportunities for streamlining so as to improve efficiency; develop an implementation plan prioritized by highest cost-effective impact on the court system as a whole.
