Specifications include, but are not limited to: Associated R/W acquisition specific to land valuation and any applicable improvements and interest. 1. Upon receipt of the Notice of Appeal from the Office of Right of Way, the Agent will immediately secure the Parcel Negotiation File (and Relocation File if applicable), a full set of Right of Way and Construction plans, and a copy of the Project Data Book(s). 2. Scrutinize the appraisal, negotiation record, plans, and all other appropriate documents and correspondence, noting possible omissions to value and factors that will support either the owner’s or the Department’s position. 3. Identify situations where R/W and design revisions could lead to an amicable settlement or a reduction in acquisition costs. Coordinate and discuss with project designer and the GDOT Staff Administrative Reviewer all proposed plan revisions. 4. Visually inspect the project and parcel with right of way and construction plans, studying the impact of the acquisition. 5. Identify and visually inspect comparables used in determining the value of subject parcel. Inspect and become familiar with sales, listings, and rentals other than those used as the basis of the Department’s offer in order to respond to their comparability.
