Specifications include, but are not limited to: 3.3.1 Surplus Inventory Assessment and Analysis The selected consultant will provide an assessment of the APS surplus inventory. In addition, the firm will prepare a real estate analysis of potential highest and best use of all properties. The analysis would include an evaluation of conditions, surrounding land uses, access, visibility, market conditions and trends, proximity to public transportation, neighborhood characteristics, trends and property values. 3.3.2Recommendations for Surplus PropertyThe consultant will develop a market analysis of the various properties outlining potential market opportunities. Based on the market analysis. The consultant will make a recommendation for the disposition of the surplus property while, assuring APS receives the best possible value for the properties. 3.3.3Implementation of the Disposition The real estate consultant will also be responsible for the leasing and disposition of the surplus properties
