Specifications include, but are not limited to: Task 1 – Project Management The Consultant shall be responsible for Project management and delivery of the Analysis. This work task includes routine communication, regular meetings and milestone meetings between the Consultant and City staff. The Consultant shall routinely communicate with the City, prepare meeting agendas, record and publish meeting minutes. Project Management includes preparing and updating a Project budget and a Project schedule for delivery of project milestones. This work task also includes the timely submission of monthly progress reports, budget management, and invoices. Task 2 – Roadway Safety Analysis 1 . Gather and Analyze Crash Data. The Consultant shall gather data and analyze assigned intersections and/or road segments, including: a. Collect crash data and examine crash reports for the five (5) most recent full years from the Georgia Electronic Accident Reports System (GEARS) database at assigned intersection(s) and/or road segments. b. Prepare a collision diagram for five (5) years of crash data at each assigned intersection and/or road segment. Diagram each crash including type of crash, date and time, number of injuries and fatalities, lighting, and wet or dry surface condition. c. Identify crash patterns and trends with a cloud pattern around the crash pattern on the collision diagram and flags or notes, including: i. Quickly review available traffic counts (on the City website) if available to help identify the cause of crash patterns. (For example, a moderate to high turning movement without a turn lane might account for a significant rear end crash pattern.) ii. Explore other data that may help explain crash patterns. These may include roadway construction plans, existing roadway features, land use, access points, and roadway drainage (may relate to hydroplaning, losing control of the vehicle and perhaps striking a fixed object). d. Visit assigned locations in the field to observe traffic during crash time periods. Use City traffic camera feeds from the Traffic Management Center (TMC) if available. Make notes of anything observed related to the crash pattern(s).
