Specifications include, but are not limited to: Fulton County Schools (FCS) is soliciting for proposals from qualified contractors to provide an Attendance Monitoring System. The system shall be an evidence-based, Tier One intervention and program support that reduces chronic absenteeism rates by ten to fifteen percent (10-15%), to include excused and unexcused absences. The awarded Contractor(s) shall: • Be responsible for exporting student attendance data in compliance with FERPA 5- 6 during the school year. • Be responsible for data analysis, data cleaning and the selection of students (based on criteria provided by FCS). • Be responsible for and have the capability to create, print, mail, e-mail and/or text the absence reports and/or personalized communications to parents or guardians in English or other languages, five (5) to six (6) times during the school year. • Maintain a local mailbox to receive undeliverable or returned absence reports. • Determine, in conjunction with FCS, what is deemed to be chronic absenteeism after five (5) or more total days missed, or other number of days missed. • Accept and return all phone calls, e-mails, text messages from parents or guardians and follow up with FCS’ designated point of contact should further assistance be required. • Provide daily, quarterly and annual reports as specified by FCS. • Reduce the chronic absenteeism rate by ten to fifteen percent (10-15%) to include; excused and unexcused absences. • Maintain confidentiality of private conversations between and with the school staff and the parents or guardians of students. • Avoid conflicts of interest when services are provided through public means and supplemented by private funds. • Maintain a transparent and communicative relationship with FCS regarding standards of practice and best practices.
