Specifications include, but are not limited to: The awarded management Contractor shall employ all current transit personnel with the exception of the general manager. The Contractor shall continue current salaries, wages and benefits, serve as the successor to the labor agreement, and manage VOTRAN employees not covered by the labor agreement. Specific responsibilities of the Contractor and the general manager shall include, but not be limited to the following: 1. Overall management of the day to day operations and policy recommendations; 2. Manage all aspects of employment: recruitment, development and training of all its personnel necessary to operate VOTRAN; 3. Manage using County systems: finance, accounting, budget, and purchasing; 4. Coordinate with other divisions such as legal, community information, fleet, and human resources as needed; 5. Development and implementation of all necessary operation and maintenance policies and procedures; 6. Maintenance of all equipment and VOTRAN facilities (see list of equipment & facilities in Section 1.0, Purpose & Overview); 7. Preparation of state and federal grant applications and administration of those grants; 8. Management and evaluation of all operations, systems and procedures; 9. Transit planning, marketing, security, routes, scheduling, fares, and service standards; 10. Customer relations; 11. Administration of service contracts; 12. Development and implementation of a business plan to improve cost recovery and increase ridership.
