Specifications include, but are not limited to: One primary and one secondary qualified firm or individual (“Contractor”) with experience providing disaster debris removal and disposal services in order to manage, remove, process and lawfully dispose of disaster generated debris from public property and public rights-of-way in Sunrise, Florida, and if approved by FEMA, private property, immediately after a hurricane or other natural or man-made disaster. The City is seeking proposals from highly qualified contractors with experience in specialized management of disaster response labor for the removal and disposal of debris along with the preparation, response, recovery and mitigation phases of any emergency or disaster. Contractors must have the capability and ability to rapidly respond to wide scale debris volumes typically produced in hurricanes, tornadoes and other disaster types as well as small scale debris volumes. The City of Sunrise is located in Broward County Florida and is comprised of approximately 39,800 residences and more than 4,700 businesses within an area of approximately 18.1 mi.² The population of the City is approximately 93,000 residents. There are approximately 186 miles of paved roadways and the City is mostly developed with only a few large areas of undeveloped land. The City budgets funds for operations based on a fiscal year starting each October 1st and ending the following September 30th. In recent years, hurricanes and major tropical storms have generated primarily vegetative debris in Sunrise. However, hurricanes and tropical storms have the ability to generate numerous types of waste including but not limited to: Construction and Demolition Debris, Debris, Electronic Waste, Hazardous Waste, White Goods, etc. The City is responsible for maintaining a number of man-made canals, storm water basins and water bodies that are subject to significant impact from debris deposited by major storms.
