Specifications include, but are not limited to: provide services and to obtain pricing commitments for Pay by Plate Parking Meters. The Office of Public Parking ( OPP ) desires to engage a qualified vendor to provide seven (7) turn-key Pay and display parking meter systems to be used at newly acquired parking lots. The new system will consist of Pay and Display multispace parking meters controlled by a single integrated Parking Meter Management System (PMMS). The PMMS should be provided using the Software as a Service model (SaaS) serves from either the vendor’s public or private cloud. The OPP desires hard wired power and solar/battery powered as backup parking meters that communicates via a wireless communication network. The meter system shall provide flexible payment options, multiple add-on capabilities, and dynamic management features. Services will include provision of the parking meters and PMMS as well as installation, configuration, and testing of the entire system as a functioning whole. The system is required to be installed in phases and should be fully operational by September 2017. 2.0.1 PROVISION OF PAY AND DISPLAY MACHINES: OPP desires a system with features and functionalities including, but not limited to: • Accept payment by coin, credit card, debit card, and have an option to upgrade to chip-based credit cards or NFC technology. • Pay and Display units that operate without cabling for power or communication, and without ancillary infrastructure. • Capable of operating in a stand-alone mode in the event the network environment temporarily fails, until the network environment is restored • All card readers integrated into the Pay and Display unit mechanism itself or explain how reader is secured with the meter housing • All products must be Payment Application - Data Security Service (PA-DSS) compliant and all service providers must be Payment Card Industry – Data Security Service (PCI-DSS) • Preference (extra points) will be granted to firms which can demonstrate and outline their use of local distributors for parts and maintenance of equipment.
