Specifications include, but are not limited to: A. Group 1 – CDL Drug and Alcohol Services 1. Contractor must be a Department of Health and Human Services (DHHS) authorized facility using evidential breath test (EBT) devices and offering proficiency in breath testing procedures, as well as Department of Health and Human Services (DHHS) certified urine drug testing services. The County reserves the right to inspect the contractor’s laboratory or testing facility prior to making an award, to determine the capabilities of the laboratory. 2. Hours of Operation CDL DOT testing: Clinics will provide Twenty-four (24) hours, seven (7) days a week service availability (including Holidays) convenient, consistent and within one (1) hour of notification of after-hours tests. Due to the nature of random CDL Testing, the Contractor must offer up to five (5) random days monthly on which the laboratory will open at 7:30 a.m., unless otherwise agreed upon with County. 3. County employees that require the services provided in Group 1 shall be tested within 30 minutes of employee’s arrival, for reasonable suspicion the test needs to be conducted within 20 minutes upon arrival. 4. The authorized facility, if operating as a hospital or fully staffed medical facility shall provide the services under this contract, when needed, without delay. 5. The authorized facility shall have an: a. in-state DHHS certified drug testing laboratory b. Medical Review Officer (MRO) who is qualified and available to testify and authenticate the results, if needed, at the request of the County for personnel board hearings and other legal proceedings. 6.
