Industry Day Overview:
On 24 and 25 July 2025 the Program Executive Office Unmanned and Small Combatants (PEO USC), Unmanned Maritime Systems Program Office (PMS 406) will host an Industry Day to present and discuss the Liberator and Hunter programs.
This Industry Day aims to improve Industry’s understanding of the Liberator and Hunter programs. The objective is to provide Government information and solicit Industry feedback to inform the development and procurement strategy of future Liberator and Hunter systems. The target audience for this event includes both existing and new Industry partners with at least a SECRET clearance.
This Special Notice is for information and planning purposes only and shall not be construed as a solicitation for proposals, proposal abstracts, proposal quotations, or as an obligation on the part of the Government.
Industry Day Information:
Industry Day event will be held in person in the Washington, D.C. metro area. Attendance requires pre-registration, which will be available on a first-come-first-served basis. Companies must complete and submit the Liberator-Hunter Industry Day Pre-Registration Form attached to this notice to pre-register. Only pre-registered and confirmed companies will receive the event location via separate correspondence. On-site registration will not be permitted. Due to space limitations, attendance is limited to two representatives per company; no more than two individuals per company will be allowed in the event space.
Industry Day will include information classified up to the SECRET level, and the Government will present information considered Distribution Statement D. Access is restricted to U.S. DoD Contractors with an active Defense Security Service (DSS)-issued SECRET facility and personnel clearances only. Attendees may not bring phones, laptops, or any recording devices into the event. While lock boxes/storage lockers will not be available, a central location will be provided for storing mobile devices. The registration deadline is 1700 ET on 15 July 2025, or when the attendance limit is reached, whichever comes first.
ATTENDEES MUST POSSESS AT LEAST A SECRET CLEARANCE. ONLY THOSE INDIVIDUALS WITH VALIDATED SECURITY CLEARANCES AND UNITED STATES CITIZENSHIP WILL BE PERMITTED TO ATTEND.
(1) All potential attendees must submit a visit request in DISS with the following information no later than 1700 EST on 15 July 2025.Attendees who fail to submit a DISS request will not be allowed to attend.

(2) Once the DISS visit request has been submitted, your company must email confirmation that the request has been submitted to the Government points of contact provided in this notice, along with the following information:
- Company information, including Company Name, Company address, Commercial and Government Entity (CAGE) Code;
- Confirmation statement regarding capability to meet the aforementioned attendance information;
- Attendee information to include full name, email, and phone number;
- A completed Liberator-Hunter Industry Day Pre-Registration Form, the template for which is provided as ATTACHMENT 1 to this notice; and
- A completed Liberator-Hunter CUI Information Sheet Terms of Use Agreement, the template for which is provided as ATTACHMENT 2 to this notice.
Companies determined to have the required clearances will be registered for the Industry Day and will be sent a Distro D Controlled Unclassified Information (CUI) information sheet ahead of the Industry Day. If, after reviewing the CUI information sheet, a company no longer wishes to attend the Industry Day, that company shall notify the POCs identified on the registration form.

The Industry Day will be conducted in two parts:
Part 1. Main presentation to all attendees on 24 July 2025 from 0900 to 1400 ET with the Government presenting Liberator and Hunter information at the SECRET level.
Part 2. Individual engagement sessions between individual companies and the Government on 25 July 2025. Engagement sessions are not required in order to attend the main presentation. Engagement sessions will be scheduled on a first-come-first-served basis but are not guaranteed. The location and time of a company’s engagement session will be provided directly to each company.
There will be no hand-out materials provided to industry for this event. Written questions must be UNCLASSIFIED and may be submitted before, during, or after the event using the Liberator-Hunter Question-Feedback Form, provided as ATTACHMENT 3 to this notice. Unclassified Industry questions or feedback and Government responses will be distributed after the event.

As part of the engagement sessions, the Government is interested in industry feedback in the following areas:
- The Government is interested in obtaining operational prototypes as quickly as possible. What is an aggressive but achievable schedule for delivering operational prototypes including system design, fabrication, and functional testing? What impact does the quantity of operational prototypes have on achievability of schedule?
- The Government is interested in understanding industry’s capacity and availability for system design, prototype fabrication, and prototype testing.
- What are the key risk areas to deliver operational prototypes quickly?
- The Government is interested in understanding industry’s relevant experience with comparable efforts.
- The Government is interested in understanding industry’s capacity to scale to production of Liberator and Hunter systems following delivery and test of operational prototypes.
