Specifications include, but are not limited to: The Government of the District of Columbia, Office of Contracting and Procurement (OCP), on behalf of the Department of Health Care Finance (DHCF), is seeking a Contractor to conduct a comprehensive rate study and develop reimbursement rates for the Home Health services under the 1915c waiver. The District requires consulting services to assist the transition from its traditional fee-for-service (FFS) payment method to pay-for-value (performance) programs as embodied in Managed Care Organization (MCO) contracts. The study intends to independently analyze and assess the District’s current Home Health rate structure, determine and update service costs, understand how the shift in financial incentives may influence the behaviors of home health organizations , and provide recommendations for equitable, sustainable cost recovery for each service under the Home Health Umbrella. Preliminary assessments of the Home Health Services program will provide reimbursement methodology options and create rate simulation and financial impact estimates. Additionally, provide policy impact analyses to assist with reporting District and Federal guidelines, Medicaid State Plan Amendment (SPA), and the District rule drafting and developing responses to Centers for Medicare and Medicaid Services (CMS) and other stakeholders.
