Specifications include, but are not limited to: To provide Youth Tobacco Prevention programs to achieve the goals of the "Plan for a Tobacco-free Delaware": 1. Prevent initiation of tobacco and emerging products use among young Delawareans through age 24 2. Increase tobacco cessation among Delawareans 3. Reduce routine exposure to secondhand smoke and vapors 4. Decrease the social acceptability of using tobacco, e-cigarettes, and emerging products 5. Maintain leadership position to sustain progress of tobacco prevention 1. Provide youth engagement opportunities. CDC states that “engagement of youth in tobacco control involves providing the opportunity for young people to gain the ability and authority to make decisions that help improve the policy environment, change social norms, and reduce smoking initiation and consumption in their communities”. Vendor should address the following:  Youth Empowerment - The vendor should provide a youth empowerment program or opportunities related to tobacco prevention that will allow youth to apply new skills and self- confidence. Examples of youth empowerment activities include skill building activities with youth, youth led writing campaigns, youth led media events, involvement in community and school interventions and efforts, forming and or maintaining youth coalitions. Activities must have measurable objectives and a clear plan for evaluation.  Engagement Activities - CDC states that research shows that environmental changes have the most impact on changing social norms around tobacco use and that youth challenge the tobacco industry to change social norms, influences and education practices. The vendor should address how it will provide the following engagement opportunities for youth: o Policy Advocacy o Media Advocacy o Form Community and School Linkages o Fight Pro-Tobacco Influences 2. Provide education on dangers of tobacco use. Vendor should work with schools and community organizations to provide education to youth on the dangers of tobacco use. Topics should include but not be limited to dangers of tobacco/nicotine use, electronic smoking devices and secondhand smoke. Vendor should also stay abreast of emerging tobacco products. Priority will be given to interventions and strategies that have measurable objectives and are evidence based. Any new or pilot programs must have measurable objectives and a clear plan for evaluation.
