Specifications include, but are not limited to: The primary role of the Council is to “assure that individuals with developmental disabilities and their families have access to culturally competent services, supports, and other assistance and opportunities to promote independence, productivity, and integration and inclusion in the community”. The Council promotes, through systemic change, capacity-building and advocacy, a consumer and family-centered comprehensive system and coordinated array of services, supports and other assistance for individuals with developmental disabilities and their families. The Council recognizes that individuals with developmental disabilities and their families have capabilities and personal goals that should be recognized and encouraged, and any assistance to such individuals should be provided in an individualized manner, consistent with the unique abilities of the individual.
