Specifications include, but are not limited to: Staff will answer any and all calls/requests for an On-call Phlebotomist twenty-four hours a day, seven days a week. Staff (On-call Phlebotomists) will respond to the designated location within an hour, or as soon as possible, weather permitting. The hour starts at the time the first request was made to the contracted company and ends upon the On-call Phlebotomist’s arrival to the identified location. The related blood draw should then occur within the next 15 minutes unless exigent circumstances exist, which then needs to be documented and provided to the involved law enforcement agency as soon as practical and before the next billing cycle. Staff (On-call Phlebotomist) will draw blood using blood kit materials provided by the requesting trooper, or officer and will adhere to the related protocol (instructions found within blood kit). All materials within the blood kit should be used with exception of the needle that may be exchanged for medical reasons only (Ex. small/damaged veins). The drawn blood and blood kit will then be handed over to the investigating trooper/officer. Staff will provide documentation related to all call-outs, which will detail dates, times, names and all other pertinent information. This information will be supplied to the requesting agencies with monthly invoices. Staff may be required to testify in court to the procedures used when drawing a suspect’s blood sample, as a foundational requirement for admission of the blood results.
