Specifications include, but are not limited to: The Delaware Emergency Management Agency (DEMA) is seeking to enter into a contract with a vendor(s) to provide DEMA with hazard mitigation and municipal vulnerability preparedness technical assistance during times when the State of Delaware prepares to apply for, has received, is distributing, or anticipates receiving Hazard Mitigation Grants and Municipal Vulnerability Preparedness (MVP) Action Grants, and general state support to include the federal Hazard Mitigation Assistance programs. DEMA understands that for larger and/or more complex grants there may be a need to engage the services of a qualified hazard mitigation grants, program management, or disaster recovery contractor/consultant to assist DEMA and certain applicants with all aspects of the grant management life cycle. A key element of this procurement is to qualify services for HMA application development, revisions and development of FEMA Benefit CostAnalysis. In addition to application development, other services and expertise include but are not limited to; general administrative support, technical assistance to applicants, and technical application review support to the State’s application review committee focused on the assessment of and improvement of project elements such as engineering and technical feasibility, validation of impacts and benefits, budget and cost estimate, timeline scope of work narratives including permitting requirements, environmental and historic preservation review and preparation of consultation documents, coastal resilience projects development and review, nature based solutions for flood control and reduction of vulnerability to extreme heat and other hazard and climate change impacts, and grant closeout. When issued a Purchase Order (PO) under the awarded contract, the selected consultant will assist DEMA in any number of the above-mentioned tasks with the goal of maximizing efficiency and impact of the federal and state programs and supporting the State and sub-applicants/municipalities.
