Specifications include, but are not limited to: a) Quantity: There will be an average of 39,000 newsletters printed for each senator during the term of this Contract. The newsletter counts for each senate district (listed in Section E.3 “Qualitative Elements”) are estimated quantities as of the time of issuance of this RFP and are for informational purposes only. The final count for each legislative district may change by the date of contract award. Actual counts will be included with each order placed. The CGA will not be responsible for, nor pay for, overruns or under runs. Digital files (as described in subsection (e) below) will be available in two or more sets of newsletters over a short time period (three to six weeks), likely from late May to mid-July 2019. The awarded respondent is responsible for delivering the quantity ordered and will be held accountable in the event of a discrepancy in the quantity delivered. (b) Size: The size of the newsletter is 10.5” x 17”, to be scored and tri-folded to 10.5” x 5.75” (approximately). Newsletter samples are available upon request. (c) Paper Stock: Cougar Smooth 100 lb. Text (white) must be used for this printing project. No substitutions will be accepted. It is the awarded respondent’s responsibility to ensure that paper orders are processed in a timely fashion in order to meet the delivery deadline requirements of this Contract. Upon request, the awarded respondent will be required to provide a copy of their purchase order and the invoice received from the paper company supplying the paper stock for this printing project. (d) Color: Respondents shall propose pricing for the following two options: i. Option #1: 2/2 for all newsletters (black + one PMS match on two sides) with full bleeds. Expect material to include duotones; ii. Option #2: 4/4 for all newsletters (process color) with full bleeds. (e) Format and Output: The awarded respondent will be supplied with digital art in (Macintosh) In-Design Creative Cloud format via FTP. All photographs and art will be pre-scanned for output at 150-line screen and included as part of the digital file. Appropriate Postscript or Open-Type fonts will be included. Each mailer will vary and include different text, photographs, and artwork. (f) Wafer Seals: The awarded respondent shall affix two non-perforated 1 inch translucent paper wafer seals on the top edge of each finished, folded newsletter to meet U.S. mailing requirements for Automation-Compatible, Folded Self Mailer mail (two tabs, on the top edge, one within 1 inch from the leading edge and another within 1 inch from the trailing edge). Newsletter pieces with wafer seals that do not meet this specification will result in the print order being returned to the awarded respondent to be redone at its cost. Prior to the first newsletter printing, the awarded respondent will be required to provide a sample of the wafer seal to be used. Wafer seals must be included in proposal pricing.
