Specifications include, but are not limited to: TASK A - FACILITY COMPLIANCE ASSESSMENTS • The Contractor may be asked to assist the City with facility audits and inspections to help ensure compliance with federal, state, and local regulations. These audits and inspections include employee interviews, record reviews, and site visits. • The City shall coordinate all activities, ensure facility access, and accompany the Contractor to each audit and inspection. • The Contractor shall provide a report and matrix that includes ranking system of audit and inspection findings. This will prioritize necessary compliance actions (significant/urgent, ongoing maintenance, best management practices, training requirements, etc.), and also include where the City exceeds regulatory responsibilities. II. TASK B - DATABASE DEVELOPMENT AND RECORDING • The Contractor may be asked to provide and/or update a master database that includes facilityspecific activities, reporting and other regulatory requirements, waste streams, permitted equipment, and any other information that may trigger a regulatory responsibility. • The database shall include a system that alerts the City to reporting and inspection deadlines. III. TASK C – DOCUMENT CREATION • The Contractor may be asked to create and advise on guidance documents, such as standard operating procedures, as they relate to City facilities and activities. IV. TASK C – ADDITIONAL TASKS The Contractor may be asked to provide advice on and/or perform the following items: • Facility-specific personnel training in areas such as spill prevention, stormwater management, air permitting, hazardous materials / waste management compliance, and any other area relating to the City’s regulatory requirements, • Hazardous materials inventory and compliance assistance under applicable regulations, • Preparation and/or updating of Spill Prevention Control and Countermeasure plans, • Preparation and/or updating of Stormwater Management plans, 4 • Preparation and/or updating of Waste Management plans, • Preparation of a Phase I Environmental Site Assessment in cases of property acquisition, potentially including asbestos and lead-based paint surveys in addition to the ASTM standard, • Development and implementation of training programs, • Water and air quality surveys and studies
