Specifications include, but are not limited to: supply the City of Alamosa, Colorado (the “City”) with an interdisciplinary Downtown Design and Preliminary Engineering Services Plan (The Plan) which fuses a visionary urban design plan with a market-based economic development strategy. The Plan should also examine existing conditions, current and future parking demands, infill and redevelopment opportunities and wayfinding to external assets such as the Adams State University campus and the Cole Park/City Hall complex. The project will include an examination of existing planning documents and incorporate relevant content with new material into one, holistic, long-term, visionary master design plan which positions the downtown for readiness to attract new development interests and businesses and increased public activity. The new plan will emphasize pedestrian access and connectedness into and throughout the downtown, improve the ability to attract quality and sustainable growth, raise expectations about downtown’s future, promote the creation of public and special event spaces and address downtown parking needs.
