Description

Background – The Colorado Department of Transportation (CDOT) has numerous Biological Assessments/Biological Opinions (BA/BO) for the federally threatened Preble’s Meadow Jumping Mouse (PMJM – Zapus hudsonius preblei) in northern El Paso County. These BAs/BOs were developed and agreed upon with the US Fish and Wildlife Service (USFWS) for CDOT construction projects that have impacts to the PMJM. These BAs/BOs commit CDOT to a variety of mitigation measures for impacts to the PMJM and its habitat including but not limited to: purchasing conservation properties, reducing direct impacts to PMJM habitat, managing noxious weeds within PMJM habitat owned or maintained by CDOT, monitoring success of revegetation efforts, and construction and post construction monitoring. The goal of this contract is to aid CDOT’s commitment to the USFWS to manage noxious/non-native weeds in CDOT owned PMJM habitat to less than 5% of the total vegetative cover.

CDOT owns and maintains several properties that are used as mitigation to offset past, present and future impacts to the PMJM in El Paso County which are in need of continued noxious weed management. The purpose of this State of Work is for CDOT to obtain competitive bids from qualified individuals or firms to provide herbicide treatment on CDOT properties that are federally designated critical habitat for the federally threatened PMJM in El Paso County.

All work done by the contractor under this contract shall be completed in northern El Paso County, specifically on CDOT Properties that are adjacent to State Highway 83, State Highway 21, and Interstate 25.
