2017-011 - On-Call Emergency Water Main Repair

The City of Manitou Springs Public Services Department hereby calls for bids to provide on-call emergency water main repair services, with the intent to award a five (5) year renewable Contract to the successful bidder.  The Contractor shall follow the City’s approved protocol (attached) and follow the direction of the City’s Public Works Director, or designee.

1. The City’s water mains range in diameters from ¾-inch to 16-inches.  Most of the water main pipes are 6- to 8-inches in diameter.
2. This contract will only be used at City’s discretion.
3. Contractor shall be prepared to repair multiple breaks simultaneously.  Multiple line breaks are not expected, but are possible.
4. It is the Contractor’s responsibility to contact 811 for emergency utility locates.
5. Emergency services can occur 24/7 including weekends and holidays. City staff will expect contractors to appear on the project site within a two hour period of being notified, and respond on a time and materials basis without providing a prior written quote for the work.
6. Contractor shall follow approved protocol for Distribution System Repair (attached) and notification processes. 
7. Provide a list of commonly utilized equipment owned by the company.
8. Provide a list of commonly utilized equipment to be rented by the company.
9. The Contractor is responsible for damages, inside or outside of work area and is encouraged to photo log current conditions and maintain a daily log of progress throughout the project from commencement to completion. Such photo logs and daily log of progress shall be submitted to the City upon completion of each repair.
10. Prior to start of the contract, the Contractor must attend a kick-off meeting with the City and its representatives.
11. Contractor shall provide traffic control throughout each repair.
12. This Contract shall be renewable annually over a five-year period.
13. Complete and include the item price schedule attached.

• Pre-Bid meeting will be held at 9:30 AM on Monday, August 14, 2017 at the Public Services Facility, 101 Banks Place, Manitou Springs, CO
• Bids can be submitted electronically to eric.jenkins@IMEGcorp.com, via mail or hand delivery to 606 Manitou Avenue, Manitou Springs, CO 80829, by no later than Friday, August 25, 2017 at 3 PM.
• Contractor must have a DUNS number
• The selected contractor must provide a completed Hold Harmless Agreement.
• The contractor shall obtain, at his own expense, all permits, licenses, and inspections and shall comply with all laws, codes and ordinances promulgated by authorities having jurisdiction, which may bear on the work.
• The contractor must provide a copy of State of Colorado’s Contractor’s license
• The contractor must provide a completed W-9 form including the vendor’s Tax Identification Number (TIN).
• The contractor must provide a copy of your Certificate of Insurance providing proof that your business carries Worker’s Compensation Insurance.
• The selected contractor will be required to obtain performance and payment bonds to cover 100% of the project contract amount.
