IMPORTANT: Attendance by prospective bidders is required at the mandatory pre-bid conference and the mandatory site visit immediately following. Bidders must sign in at both locations using the company name that will be used on the bid form when submitting their bid.
Bidders must be on time to the mandatory pre-bid meeting. Bidders will not be allowed to sign in to the meeting once we start discussing the scope of work.
BACKGROUND:
The existing North Saint Vrain Pipeline (NSVP) is a 24-inch steel raw water line. A portion of the NSVP parallels the North Saint Vrain Creek in Apple Valley northwest of the Town of Lyons. Due to the risks of potential flood damage and access issues of the existing pipeline, the City of Longmont will construct a new 24-inch raw water pipeline in Apple Valley Road to replace the existing pipeline. This project will utilize Federal FEMA funding for this project and must comply with the FEMA requirements.
SCOPE:
Work for the North Saint Vrain Pipeline Relocation Project contract generally consists of furnishing, delivering, constructing, installing, connecting, and testing approximately 5,060 linear feet of 24-inch raw waterline. Work shall include all valves, appurtenances, and connections to existing system. The 24-inch waterline will be installed within the paved portions of Apple Valley Road and within the jurisdictions of Boulder County and the Town of Lyons. The waterline begins within Apple Valley Road (approximately 5,060 feet east of US 36) then extends south and east along Apple Valley Road to the intersection with US 36. The Work shall include all permitting, traffic control, potholing, asphalt removal and replacement, trench excavating including potential excavation through rock, trench shoring, dewatering, export and disposal of unsuitable trench excavation material, import of approved trench backfill material, final asphalt overlay of Apply Valley Road, surface restoration including full width asphalt overlay of Apple Valley Road within project limits, testing and site restoration shall be performed by the contractor as part of the Work.
The Contractor shall supply all superintendence, labor, materials and equipment necessary to complete the work in accordance with: all applicable federal, state and local laws and regulation; all applicable permits; the contract plans and specifications.
MINIMUM MANDATORY QUALIFICATIONS:
The Bidder shall provide information on previous completed projects to demonstrate its qualifications to perform the Work included for the Project Contract Documents. Large diameter pipeline experience shall be required for the Contractor’s project manager and on-site superintendent who has immediate charge of the Project. Large diameter pipeline experience shall be demonstrated by the satisfactory completion of three pipeline projects with 1,000 feet or more of 24-inch or larger ductile iron or steel water line within the last 7 years. Experience in pipeline construction in mountainous terrain shall be demonstrated by the Contractor’s project manager or project superintendent by previous experience on a pipeline project in mountainous terrain with subsurface ground conditions containing alluvial soils, cobbles and solid rock requiring rock excavation for a pipeline. Submit the following information for the Project Manager and Project Superintendent:
- The project scope of work, total footage, size and pipe material and year the project was completed. Include a description of the location and subsurface conditions. Provide the contact information of the Project Owner and Owner’s Project Manager.
- Contractors that fail to meet the qualifications above will be considered non-responsive. Contractors that fail to have representative(s) during the Project who meet the qualifications above will be considered to have improper superintendence under paragraph 10.4.1 of the General Conditions.
