WSCU (Western) anticipates using a Construction Manager/General Contractor (CM/GC) approach to project delivery. Through the use of an Architect and a Construction Manager/General Contractor, a Guaranteed Maximum Price (GMP) will be established in conjunction with Western. The CM/GC will evaluate, among other things, availability of materials and labor, project schedule, project costs as they relate to the established budget, and constructability, and will work with the Architect throughout the value engineering phases of the project. The selection process for the CM/GC will begin following the selection of the Architect.
Western requests the submittal of qualifications from general contracting firms interested in construction services for the MSR Fleet Maintenance Garage construction and renovation project. This project will include a new construction of a 13,600 GSF to serve as a service repair garage, and a comprehensive remodel of the existing 2,400 GSF building currently leased by CSU.
The current Fleet and Transportation Services department service and repair garage, as well as office and storage spaces, are deficient and lack appropriate ventilation, insufficient infrastructure, safe storage space and pose risks to maintenance staff. Dating back to the 2011 Master Plan, an addition was identified as being needed to accommodate the deficiencies in their current spaces. The building originally was a storage space and was later converted to a garage area in the mid 1960’s, and necessary upgrades were never completed. Continuing to work in the existing facility is a liability to the University, and the need for a safe, well-ventilated and proper space to suit the needs of the Fleet and Transportation Services groups is a high priority to Western.
Western’s Mountain Rescue Team (WMRT), the only collegiate based rescue team accredited by the Mountain Rescue Association, is functioning in a dismal storage space in the basement of Ute Hall, a dormitory. For more than 30 years, team members have worked with local and state law enforcement, emergency medical services, fire crews, the National Park Service, National Guard and other search-and rescue organizations throughout Colorado. As a university club and the primary search-and-rescue organization for Gunnison County, WMRT is in desperate need of a central operation center to conduct trainings and missions successfully, as well as store their current vehicle fleet/trailers, gear and extra supplies so that they are prepared for critical missions when they arise.
Per the requirements of Colorado Revised Statutes 24-30-1305(9), Western will be seeking LEED Gold certification for this project under the Existing Buildings program. Details and space requirements are provided in the attached program plan. Construction is estimated to commence spring of 2019 and complete by fall/winter of 2020.
