It is the intent of this RFP to award a professional service contract with a partner who will provide expertise in Discretionary Investment Advisory Services for the El Paso County Retirement Plan. The Scope of Services section of this document contains a detailed description of the required services.
The El Paso County Retirement Plan (the “Plan”), a defined benefit retirement plan under Section 401(a) of the Internal Revenue Code and Section 24-54-101 of the State of Colorado Revised Statutes, is administered by the El Paso County Retirement Board, which consists of 5 voting Members and two (2) Associate (non-voting) Members. Two (2) of these voting Members are appointed by the Board of County Commissioners, two (2) are elected from the employee participant population, and one (1) is reserved always for the active County Treasurer. The Plan is a governmental plan and is, therefore, exempt from the Employee Retirement & Income Security Act of 1974 (ERISA).
