Weigh-in-Motion (WIM) Spec:
CDOT Data Collection Unit (DCU) is submitting the following specification related to the purchase of permanent weigh-in-motion (WIM) equipment. DCU presently operates 9 WIM sites throughout the state. We are seeking bids to replace our equipment due to age, a desire to modernize and the inability to upgrade our obsolete equipment. We are inviting vendors to provide a bid related to the cost of the equipment.
The WIM equipment must meet the following specifications:
1. Accept vehicles at speeds from 1 mph to 150 mph.
2. Allow for up to 100 vehicle classifications.
3. Allow for FHWA 13 Class Scheme.
4. Allow for FHWA Extended Class Scheme.
5. Provide an interface for external weather sensors.
6. Allow for Bluetooth MAC communications.
7. Allow for 3G, 4G, GSM, CDMA, Ethernet and Landline communications for telemetry.
8. Provide USB interface and RS-232 serial communications.
9. Accommodate up to 16 sensors.
10. Allow for 8 lanes of collection.
11. Accommodate storage memory of 32 megabytes.
12. Standard 8 gigabytes SD flash memory card with an upgrade capacity of 32 gigabytes.
13. Accommodate 800,000,000 vehicle-by-vehicle records.
14. Accommodate 150 days of statistical file storage.
15. Must be able to operate in temperatures of -40 degrees F to +185 degrees F.
16. Dimensions must be no more than 270mm x 100 mm x 225 mm (W x D x H).
17. Must have onboard 4 x 20 character LCD panel for local access.
18. Must have onboard, built-in keyboard with display.
19. Unit must weigh no more than 5 kg.
20. Must be compatible with 11’ Class I BL piezo road sensors.
21. ± 5% accuracy for gross vehicle weight.
22. ± 8% accuracy for individual axle weight.
23. ± 7% accuracy for group axle weights.
24. WIM accuracy must be maintained for speeds from 12 mph to 100 mph.

26. Must allow for advanced loop profiling to enhance classification accuracy.
27. Must have at least 4 optically isolated input/output ports.
28. Must have the ability to initiate control of external devices using preprogrammed triggers.
29. Must operate on 6 VDC or 12 VDC.
30. Must be capable of operating from a single 6 VDC battery for short periods.
31. Power consumption must be <20 milliamps for 4 lane operation or <30 milliamps for 8 lanes.
32. Must be compatible with solar power applications.
33. Must accommodate an internal CDMA modem.
34. Must accommodate an external CDMA / GSM modem.
35. Must have a Windows 10 compatible software suite.
36. Must have logging system to identify changes to setup of the unit, diagnostic information and record who logged into the unit.

The associated software must meet the following specifications:
40. Software must allow for sensor diagnostics. This must be in the form of sensor waveform viewing with storage and printing capabilities.
41. Sensor waveform viewing shall be done via laptop computer locally with a cable or remotely via installed modem.
42. Monitoring shall accommodate both axle sensors and inductive loops.
43. Must allow for real-time traffic monitoring both locally and remotely.
44. Shall provide for the setup of the unit and to make modifications to the unit remotely and locally.
45. Provide for the download of recorded data.
