1. Kick-off Meeting with CDOT personnel to review scope of work. This meeting can be done in person or via video conference call.
2. Data Analysis and Comparison to all relevant data sources to develop an implementation plan for CDOT maintenance personnel.
3. Meeting Management – The proposer will make recommendations as to how many meetings will be required at a minimum for the successful completion of this research effort with an appropriate study panel. The PI will attend all Study Panel meetings as required, take notes and prepare the minutes of all the meetings within one week of the meeting, and submit them to the Study Manager for distribution to the study panel. Meetings can be done in person or via conference call/video conference which the Project Manager can arrange. All key decisions made will be documented in meeting minutes.
4. Quarterly Progress Reports showing the project status, milestones and documentation of significant events in accordance with the format described in the “Quarterly Report Example” of the Research Program website (https://www.codot.gov/programs/research/guidance-for-researchers). These are due on the 15th of April, July, October, and January, following the end of each calendar quarter.  These reports will be delivered with any invoice for the quarter.
5. Project Management Plan - A high-level schedule aligning tasks and key deliverables shall be supplied by the proposer.  Provide 4 weeks for any review periods required from the Study Panel.
6. One-day Applied Research Implementation Workshop or Presentation for study panel and maintenance personnel developed on the basis of research findings. This workshop will be done in person but can be made in conjunction with the annual APWI Snow & Ice Conference generally held in late September in Loveland Colorado.
7. Final Research Report – A draft report, followed by a final report summarizing the research approach, key findings and results, and recommendations on how CDOT would implement these findings will be prepared.  These reports must be prepared in accordance with CDOT research report requirements (https://www.codot.gov/programs/research/guidance-for-researchers). A technical editor review and edit of the draft of the final report must be performed before sending it to CDOT for review.

• All personnel involved in this project shall be required to adhere to the requirements of Procedural Directive No. 0080.1 – Personal Protective Equipment Use in performing any necessary field work.

• The reports, data analysis, results, and other information generated by the proposer as part of the study shall become the property of CDOT.

1. Personnel – The proposer must have significant practical winter maintenance experience with specific knowledge of anti-icing and de-icing materials applicable to the Colorado environment as evidenced by a list of research publications over the last 10 years.
2. Personnel – The proposer must have experience conducting winter maintenance training to various DOT’s across the country. 
3. Facilities – The proposer will have access to a cold laboratory to perform off site lab testing in sub-zero temperatures. And have performance friction measuring tools.
4. Facilities – The proposer must be capable of conducting field tests of various de-icing materials being evaluated to identify corrosion protection, added de-icing performance and longevity on the road surface.

1. Contractor Narrative – Bidder to prepare and submit the cover narrative of no more than two (2) pages outlining the bidder’s Contractor Qualifications.
2. Key Personnel Narrative – Bidder shall supply a list of not more than three (3) key personnel along with their resumes outlining their qualifications as they relate to this bid. Each resume is limited to two (2) pages. CDOT will evaluate key personnel for experience and qualification for this bid.
3. Proposed Work Narrative – Bidder shall include in their proposal the work to be done, the process proposed to complete the work, a breakdown by task or phase, a time line for the work and any other information necessary to exhibit competence in completing the work. This section is limited to two (2) pages.  CDOT will evaluate the effectiveness of the proposed work.
4. Proposal shall not exceed six (6) pages, including cover page (excluding appendices: resumes, sample reports, charts, graphs, or other supporting documentation), 11 pt. font, 8.5 x 11 letter size paper, 1 inch margins per submission.
