18-PW-01 - Construction Management Services for Building Construction

The Town of Lyons (Town) is authorized by FEMA to replace the Town Public Works Facility that
was destroyed by the September 2013 flood event. Funding is through the FEMA Public Assistance
(PA) program and from the HUD Community Development Block Grant – Disaster Recovery
(CDBG-DR) program to construct a new facility with two buildings and site construction. The scope
of work within this RFP is specific to the construction management of the construction of the two
buildings only. The consultant will be required to provide reporting, accounting, and construction
management to facilitate the funding sources in order for the Town to be reimbursed for this work.

Construction for the new Public Work Replacement Building (5,000 SF) will begin in December
2018 and complete in late March 2019. The building will be entirely funded by FEMA PA under
Project Worksheet (PW) 800 as an improved project. Construction of the new Public Works
Operations Building (4,132 SF) is anticipated to begin in January 2019 and complete in late June
2019. The buildings will be constructed on the former City of Longmont Water Treatment Plant site
that was purchased by the Town in 2016 and has been improved by the Town in two civil site work
phases. The second phase of the civil site construction includes site utilities, final grading, site paving,
and site fencing and is ongoing with anticipated completion by the end of 2018.
