Description

Background –

The Colorado Department of Transportation (CDOT) has several facilities consuming electricity throughout Alamosa and adjacent counties and is looking to support renewable energy production.

Statement of Work –

The CDOT is soliciting bids from a qualified Subscription Organization (SO) in the Xcel Energy Solar Rewards Community that is currently accepting Subscribers to their Solar*Rewards Community® Solar Garden in Alamosa County.
The CDOT will consider entering into a Subscription Agreement that will offer a net reduced cost of electrical service to the CDOT for at least 750,000 subscribed kilowatt hours annually and does not require an up-front expenditure. Assume the Xcel Solar Rewards Community Service Credit (SRC customer tariff) is $0.069.
The primary goal is to select the Solar*Rewards Community® solar garden operator that will provide the lowest overall cost of electrical service to the CDOT (= the Xcel billing for electrical service – Solar Rewards Community Service (SRCS) Credit assigned to the subscribed CDOT meters) over a twenty year period.
The Narrative should include a timeline for design, construction (if the CSG is not active), and end with the date of commercial operation for the CSG CDOT would be subscribing to.
