The Colorado Department of Transportation (CDOT) Property Management Section has need for structural engineering services for design of multiple building projects located throughout the State over the next two years with the potential for two one-year options, for a maximum of four years total.
Work will include structural work on new buildings, remodels or extensions of existing buildings. CDOT intends to issue up to four separate structural contracts to cover all areas of the State. The term of this contract will begin on the date signed by the State Controller (or designee), and shall extend for two (2) years, unless earlier terminated as provided in the contract. The Consultant shall remain responsible for contract obligations which necessarily continue beyond such termination date, including final audit and CDOT may in its sole discretion extend the contract for up to two additional years by Amendment.
This Request for Qualifications (RFQ) is to select structural engineering teams that will work on multiple projects, providing the engineering services listed below. The design team will be required to use CDOT’s Prototype Drawings and Specifications (when applicable) as the basis for design.
The projects may either be a completely new building or a remodel/addition to an existing facility. Many of CDOT’s building projects are pre-engineered metal buildings and require a generic concrete foundation and floor slab based on estimated pre-engineered building reactions and specific soil conditions. CDOT also constructs masonry, wood framed, pre-cast and steel framed buildings or additions/remodels to these types of construction. In the event the building is a metal building, the metal building manufacturer is determined during the construction bidding process, which necessitates specific revisions and additional load calculations once the building manufacturer has been selected by the awarded general construction contractor. The buildings may include multiple vehicle storage bays, interior wash bays and/or office structures or other site required structures including containment structures.

CDOT will provide prototype drawings and performance specifications which the engineer will use as the base drawings for site-specific documents and specifications, where applicable.
Note: Other engineering disciplines and architectural services will be similarly individually contracted. CDOT or a contracted architecture firm will take the lead in coordinating structural drawings.
Structural Engineering Requirements: Structural Engineering services will be required for foundations, walls, roofs, floor slabs, site retaining walls, concrete slabs, and exterior aprons for a variety of construction types including pre-engineered masonry buildings, steel frame construction and masonry buildings. Review pertinent submittals for concrete mix design, reinforcement, steel joists, pre-engineered design details, reactions and anchor bolts. For building additions or remodels, engineer will be required to evaluate the existing structure (as-built drawings may not be available)
requiring forensic investigation of existing conditions to provide requirements and details regarding the connection and reactions.
Request for Qualifications for Architectural/Engineering Services:
1. Structural engineering services from design through construction administration.
2. Use of CDOT’s prototype drawings, when applicable, NOT to be re-drawn, but to be enhanced and updated for the specific project.
3. Project-specific update of CDOT’s specification (provided by CDOT to consultant) using track changes and following CDOT’s established style format for all added Sections.
4. Construction Documents/Bid Documents to meet CDOT’s master schedule dates.
5. Coordination and corrections to bid documents for construction contract Addenda design modifications/clarifications.
6. Ability to respond to RFIs within 24 hours of receipt.
7. Ability to be on-site to review construction as required by State Architect's Office and site visits during construction to include: select site meetings for the duration of the construction phase and engineering site visits to include footing inspections, foundation rebar inspections, concrete pours, metal building inspections and apron rebar inspections.
8. Ability to respond quickly to construction-related issues and the ability to be on site within twenty-four (24) hours’ notice.
9. Ability to coordinate with CDOT review process including timely evaluation of engineering required submittals.
10. Ability to provide written responses to code review comments within one (1) week from date of code review.
11. Ability to staff multiple CDOT projects at once.
12. Integration with CDOT Property Management and CDOT’s construction management personnel.
