The State of Colorado Judicial Department, by and through the Office of the State Court Administrator, referred to herein as “the Judicial Department,” issues this Request for Proposals to identify and dedicate local behavioral health professionals as court liaisons in either the Catchment Areas or the Judicial Districts as defined in the RFP. The court liaisons will be responsible for facilitating communication and collaboration between judicial and behavioral health systems. The purpose of the program, and therefore the duty of the court liaisons, is to 1) promote positive outcomes for individuals living with mental health or co-occurring behavioral health conditions; 2) keep judges, district attorneys, and defense attorneys informed about available community-based behavioral health services for defendants, prioritizing those who have been ordered to undergo a competency evaluation or receive competency restoration services; and 3) connect individuals to behavioral health services, including conducting and/or referring for screenings and evaluations. The Judicial Department encourages County Mental Health Centers, companies providing treatment services and individual behavioral health professionals to submit a response to this solicitation.
