The State of Colorado Judicial Department, by and through the 16th Judicial District, referred to herein as “the Judicial Department”, issues this Request for Proposals for the purpose of obtaining mental health assessment and/or treatment and/or psychiatric treatment for certain individuals who are candidates for or participants in the Mental Health Diversion Program (“MHDP candidates and/or participants”), pursuant to C.R.S. §18-1.3-101.5. The MHDP authorizes and funds a mental health diversion pilot program, diverting individuals with mental health conditions, charged with low-level criminal offenses, from the criminal justice system into community mental health treatment, consistent with the model adopted January 12, 2018 by the Colorado Commission on Criminal and Juvenile Justice (“CCJJ model”), attached to this solicitation. Program goals include reduced incarceration of individuals with mental health conditions, reduction of the number and cost of court cases involving individuals with mental health conditions, cost-savings and measurable justice and healthcare resource management efficiencies, and promotion of positive outcomes for those with mental health conditions.
