Description

The El Paso County Department of Human Services (Department) seeks to contract for Workforce Placement Services for job ready Colorado Works participants. Job ready is defined as minimal and/or manageable barriers.  Workforce Placement Services will result in having job ready participants placed into one of four Placement Programs. The goal is immediate engagement and rapid attachment within thirty (30) days. The Placement Programs required for this contract are Employment, Subsidized Employment, On-the-Job Training, and Education.  This is an opportunity for a Contractor to be involved in an innovative and unique Placement approach to workforce development.
 
Colorado Works is Colorado’s version of the federal Temporary Assistance to Needy Families (TANF) program.  The TANF program is designed to help needy families achieve self-sufficiency.  States receive block grants to design and operate programs that accomplish the purposes of the TANF program.  The four (4) purposes of the TANF program, per Administration for Children and Families (ACF) 2017, are to:

         Provide assistance to needy families so that children can be cared for in their own homes;
         Reduce the dependency of needy parents by promoting job preparation, work and marriage;
         Prevent and reduce the incidence of out-of-wedlock pregnancies; and
         Encourage the formation and maintenance of two-parent families.
