El Paso County (County) is seeking written bids from qualified, experienced forestry contractors to provide all prescription plans, labor, materials, and equipment necessary for Black Forest Regional Park (BFRP) Forest Restoration and Thinning (Project). This Project is being funded by the Community Development Block Grant Disaster Recovery Program (CDBG-DR). This Project must meet all federal Davis Bacon requirements for construction activities (see attached wage determination). For purposes of this IFB package and this Contract, “construction” shall refer to all in-field/on-site/labor forestry activities.
The successful bidder (Contractor) shall enter into a Firm-Fixed Unit Price Construction Contract (Contract) with the County to provide the services outlined herein. The services (Work) requested in this IFB primarily include project coordination, project management, and: development of site-specific silvicultural prescriptions, understory lop and scatter, thinning from below, noxious weed control, and other associated forestry tasks. Work is outlined in three management units (MU) totaling 249 acres. Completed work must be in accordance with the scope of work, specifications, construction details, and Black Forest Regional Park Forest Management Plan provided by the County (see attachments).
All work to be completed within Black Forest Regional Park, northeast of the intersection of Milam Road and Shoup Road.
