The purpose of this RFP is to find the best developer to become a partner with CMC to respond to Holy Cross Energy’s upcoming RFP for clean energy in their service area. CMC is looking for the right partner that can provide a 5 to 6 MW solar array that is mutually beneficial to the College, Developer and Holy Cross Energy. CMC is also open to the inclusion of energy storage as part of this development and response to Holy Cross Energy’s RFP.
CMC aims to enter into an agreement to purchase a portion of the electricity derived from a ground mounted photovoltaic system with the intent to offset the kWh energy consumption of the entire CMC Spring Valley Campus. Additional energy production will be sold directly to Holy Cross Energy at a competitive rate.
An estimated 30 acres of land are available for the new solar system development located on the south end of the campus near the Spring Valley Sanitation facility. Please see attached site map and designated area for solar PV development. All costs associated with design, development, financing, construction, operation, maintenance and decommissioning of the facility including any permitting and utility fees will be borne by the Developer.
PROPOSAL CONTENT
The information provided herein is intended to assist Bidders with a proper response to this RFP. CMC believes that this RFP provides interested Bidders with sufficient information to submit proposals that meet minimum requirements. However, the RFP is not intended to limit a proposal’s content or to exclude any relevant or essential data. Bidders are encouraged to include additional information that will substantiate their service capabilities, product quality, and commitment to support your product or service. Any exceptions or alternate offerings to this request must be communicated. CMC reserves the sole right to determine what is considered to be “equivalent” or “equal”. CMC also reserves the right to request samples for testing and evaluation.
Additionally, CMC recognizes you as the expert in this industry and we appreciate ideas that may improve the design or implementation of our project. Please submit your bid to the specifications provided and include information or ideas you may have that CMC should consider to improve our project. Our selection committee will carefully review these ideas and we will contact you with questions.
A. CMC’s selection committee will evaluate each proposal based on:
• The strength of the Developer’s experience and expertise.
• The feasibility of the proposed project.
• The ability of the Developer to achieve interconnection and power purchase agreements with the serving utility.
• The financial benefits offered to CMC.
• Preference will be given to local companies or companies that use local labor and subcontractors
B. In addition to the understanding of the scope and approach, the bidder must demonstrate the following, which will be considered in the selection:
• Knowledge of current issues and state-of-the-art technologies.
• Experience demonstrated on similar projects.
• Working knowledge of the geographic area as evidenced by prior work experience in the region.
• Demonstrated expertise and ability for rapid turnaround and flexibility on short-term projects.
• Capability to effectively direct multiple simultaneous work assignments.
C. CMC is also interested in each bidders explanation of the following:
• Transparent process
• Experience with schools or colleges
• Experience with storage
• Ground mount array in Similar geographical location – high elevation, Rocky mountains of Colorado
