STATEMENT OF WORK:
This Invitation for Bid (IFB) is a statewide (task order based) agreement for the contractor to provide the Colorado Department of Transportation (CDOT) with specialized water resources consulting services. The final selection will be based on a multi-step process based upon technical and price evaluations. The majority of the work will be in the Denver Metro area, even though statewide and overnight travel may be required when approved.
This statement of work describes many duties identified as possible tasks necessary to ensure CDOT complies with water quality regulations and water quality permits requirements and to support the CDOT Water Quality program. This SOW is intended to give the contractor enough details about the various work activities and proposed responsibilities so that they can plan their resources accordingly. The specific tasks will be issued in task orders under this Master Task Order Contract as activities and needs arise.
The following expectations represent the duties and activities of a well-qualified contractor. The successful contractor will be chosen on their ability to complete the duties and fulfill the responsibilities as described below through in depth knowledge of current permits and CDOT Water Quality programs, policies, procedures and permits, past experiences and on successful completion of similar project work as related to described responsibilities. Additional expected knowledge areas include Colorado state Phase I & II Municipal Separate Storm Sewer System (MS4) permits, other state DOT MS4 permits and the TS4 concept. The contractor must be a recognized expert in water resources and have recent (within the last 5 years) experience working with CDOT, Colorado Department of Public Health and Environment (CDPHE), Environmental Protection Agency (EPA), US Army Corps of Engineers (COE), municipalities and other professionals, partners (ex. watershed associations) and stakeholders. The successful bidder will demonstrate an understanding of water quality programs and challenges of other states with similar geography and climate to Colorado. The Contractor must possess and document how their experiences relate to CDOT, specifically, CDOT inspection/oversight process and CDOT goals for increased efficiency and reporting.
The purpose of this contract will be to support the CDOT Project Manager in the implementation of Colorado Discharge Permit System (CDPS), National Pollutant Discharge Elimination System (NPDES) water quality regulations and permit requirements including MS4, Wastewater, Sand and Gravel, Dewatering and other water quality permits, regulations and responses to regulatory audits. Consultant support duties may include, but not be limited to the following services; administrative, research, engineering knowledge support, technical, design, Quality Assurance/Quality Control (QA/QC), National Environmental Policy Act (NEPA), training development and delivery, regulation tracking, program description and other document preparation and field services.
