This Project is to design and build a new Fire Station No. 1 (Station) to replace the existing Fire Station No. 1 located at 9451 Dorothy Boulevard, and to relocate the Fire Administration personnel currently located at the Thornton Civic Center.  The Project may be increased in scope to include the design and construction of additional space for Fire Prevention.  Relocating the Station will reduce response times and provide improved Fire and Emergency Medical Services access to the entire coverage area.  The Owner has chosen the Design-Build method of delivery to maximize the value of the budget for the Services.  The DB shall be responsible for all disciplines required to design, engineer, estimate, and construct the Project in accordance with all governing codes and requirements.  The DB’s compensation for design and pre-construction Services will be subject to a not-to-exceed amount and paid on a percent complete basis.  Upon completion of Pre-Final Design documents, Design-Builder shall present its Guaranteed Maximum Price (GMP) Proposal to Owner, which shall include the detailed basis for the GMP.  Subsequent to negotiations and upon Owner’s acceptance of the negotiated GMP, the GMP and its basis shall be incorporated into the Agreement by Amendment.  
The Project Site is located at the southwest corner at the intersection of Steele Street and Thornton Parkway in Thornton, CO.  The site is an undeveloped area and generally triangular in shape.  The site gradually slopes from northwest to southeast with a detention pond located on the south side of the adjacent park.  Owner anticipates that the site will be challenging and require soil amendment and suitable soil to be imported to the site.  The Owner has provided a preliminary geotechnical report and an existing utilities map of the Project Site attached under a separate cover to this RFP.  DB shall be responsible for providing a second Geotechnical Report during the design phase, and shall suggest structural design to mitigate any soil conditions.

The City of Thornton, CO (Thornton) respectfully requests separate sealed Proposals for Design-Build (DB) Services for Fire Station No. 1, and Fire Station Administration Building, Project No. 18-517 (hereinafter referred to as Project).  Proposals will be received until 12:00 p.m., local time, on April 5, 2018, in the Contract Administration Office, 9500 Civic Center Drive, 2nd Floor City Hall, Thornton, CO 80229-4326.
