Specifications include, but are not limited to: The City of West Sacramento is seeking the services of water resources and environmental planning firms to assist staff by researching and establishing water quality, recreation, and ecosystem enhancement metrics and proposing solutions for the Barge Canal and Deep-Water Ship Channel (DWSC) related to two proposed flood protection alternatives. Staff seeks to obtain a summary baseline environmental conditions assessment report of the in-water conditions of the Barge Canal and DWSC. This report will describe the appropriate metrics for measuring and monitoring water quality and fish habitat in the Barge Canal and DWSC (within the City’s boundaries) for the purposes described in the BAAR and the Reuse Master Plan. This report will include the findings that describe the as-is condition of these waterbodies. The BAAR’s two recommended solutions permit water passage between the Sacramento River and the DWSC. Staff seeks to capture the following in a report based on the BAAR’s proposed solutions and the objectives of the Reuse Master Plan: • The capacity and degree for which the flood solutions can improve water quality for both humans and fish; • An understanding of the environmental implications of the interchange between the Sacramento River and the in the Barge Canal/DWSC related to water quality and fish passage; • The applicability and value of the flood protection solutions for fish passage; and • The applicability and value of a fish ladder around the eastern lock. If the Consultant feels that additional tasks are warranted, they must be clearly identified in the proposal. Consultants responding to this request for proposals shall be prepared to deliver services and perform the work necessary to provide the services upon executing the contract.
