Specifications include, but are not limited to:Contractor agrees to provide the Secretary of State with reports, including executive summaries, tables, and quantitative and qualitative analysis, as appropriate, comparing specified election information with specified demographic information for the counties of Sacramento, San Mateo, Napa, Madera, and Nevada for the June 5, 2018 and the November 6, 2018 statewide consolidated elections. The contractor shall provide the SOS with an outline of the report at least 30 days before each Election. Drafts of the reports, in a Word or PDF format, are due to the SOS no later than two months after each election. The SOS shall review the drafts and provide feedback. The final reports are due in PDF format no later than four months after each election. Once accepted by the SOS, the information and reports produced shall be submitted to the legislature and made generally available to the public. SOS will include as a prominent part of the publication of the report credit to the contractor and any subcontractors. All reports shall include, but not be limited to the following information, to the extent feasible, by categories of race, ethnicity, language preference, age, gender, disability, permanent vote by mail status, historical polling place voters, political party affiliation, and language minorities as it relates to the languages required under subdivision (a) of Section 14201 and Section 203 of the federal Voting Rights Act of 1965 (52 U.S.C. Sec. 10101 et seq.): A. Voter turnout. B. Voter registration. C. Conditional Voter Registration. D. Ballot rejection rates. E. Reasons for ballot rejection. F. Provisional ballot use. G. Accessible vote by mail ballot use. H. The number of votes cast at each vote center. I. The number of ballots returned at ballot drop‐off locations. J. The number of ballots returned by mail. K. The number of persons who registered to vote at each vote center. L. Instances of voter fraud. M. Any problems that became known to the county elections official or the Secretary of State during the election or canvass.
