Specifications include, but are not limited to: The purpose of the TDM Program, beginning with the Pilot Program, is to reduce drive alone Inglewood/LAX employee vehicle trips. This will be accomplished through the operation, marketing and monitoring of the Inglewood/LAX employee shuttle bus service, beginning with the Pilot Shuttle Service. This scope of services includes tasks for the TDM Consultant. The City is seeking a TDM Consultant to provide expertise and to assist the City Program Manager with the development, promotion, operation, monitoring and improvement of the TDM Program, beginning with the Pilot Program. This includes the effective management of the selected shuttle service operator, marketing the shuttle service(s), monitoring and reporting on the shuttle service operator’s performance, potentially adjusting the service schedules, routing or other service characteristics, communicating with customers and stakeholders, and all other TDM Program elements and tasks necessary for a successful TDM Program. This will be accomplished through the following tasks: 1. Provide a Project Manager with similar experience to serve as the primary point of contact with the City Program Manager; the Project Manager is expected to work in Inglewood City Hall for approximately 30-40 hours per week during the planning, implementation, operation, and evaluation of the Pilot Program; the amount of time onsite after the Pilot Program will be determined if and when the contract renewal options are exercised by the City; additional resources will be provided by other individuals in the consulting firm as needed, either remotely or in person, depending on the task. 2. Assist the City Program Manager in developing an implementation plan for a TDM Program, beginning with the Pilot Program, including a timeline and a detailed annual budget. 3. Assist the City Program Manager with outreach to stakeholders and customers, beginning with the Pilot Program, including LAWA, LAX Employers, the Shuttle Operator (to be selected through a separate RFP), Inglewood/LAX employees, and other key stakeholders. 4. Assist the City Program Manager in developing a marketing plan, shuttle program brand, and launching the Pilot Program advertising/marketing/public relations campaign, including creating and providing ongoing engagements and management of social media outlets, such as Facebook, Twitter, Instagram, and other appropriate outlets in support of the TDM Program. 5. Assist the City Program Manager with the ongoing promotion of the Shuttle Service, including responding to customer feedback, developing promotions and holding events to increase shuttle service ridership and reduce single occupancy vehicle travel by Inglewood/LAX employees.
