Specifications include, but are not limited to: PROJECT LOCATION: The Frances Stevens Park Cultural Arts Center, located at the northern gateway to downtown Palm Springs, and consists of the Palm Canyon Theatre, a 200 seat-performing arts facility with approximately 10,000 square feet (including the theater and stage, classrooms, offices and restroom facilities) located at 538 North Palm Canyon Drive; and, the Desert Art Center, a 5,000 square foot gallery space at 550 North Palm Canyon Drive. SCOPE OF SERVICES: The City is interested in contracting with quality tenant(s) for the performing arts theater and visual arts spaces that can successfully provide cultural performing and visual arts benefits for the community as more fully set-forth in the RFP document. The models of operation that may be considered by the City include, but are not limited to, a consortium, partnership or a hybrid-model of a resident theater and art center. The City welcomes and strongly encourages all creative and innovative models in response to this RFP. The current design of the Center consists of gallery and studio space for the visual arts and theater space for the performing arts. Proposals may be submitted for one or both spaces. For parties interested in operating both spaces, one proposal is required for each space. The City is not dictating or limiting the length of the lease term for either space at this time, but rather will consider the proposals and will negotiate a term that is mutually agreeable to both parties. Services to be provided at the Center may include, but are not limited to the following: Negotiate a date to begin operations. Have the capacity to program and staff the Visual Art Center and/or Performing Arts Theater as a "turnkey" operation. Deliver high quality performing arts programming to the community to patrons at a reasonable per ticket cost. Maximize the facility with a variety of performing arts organizations and artists. Maximize the facility with youth arts programming and arts education programs. Implement an ongoing marketing plan to maintain and build the theatre's audience base. One expected outcome is that increased theater activity will translate into increased patronage for local businesses. Equipment/Inventory. Only a portion of the fixtures located in the space today are owned by the City; all of the movable equipment is owned by Palm Canyon Theatre, the Desert Art Center or the Palm Springs International Film Festival. In the instance of City-owned fixtures, the City shall retain full ownership of the facility inventory. For the purposes of proposal submission, it should be generally understood that almost everything that makes the theater a theater was installed or constructed by Palm Canyon Theatre and will remain their property. The exception are those improvements or fixtures that were installed or constructed during two major renovation projects, in 2006 and 2007 by the City and the Palm Springs International Film Festival. These include the addition of projection equipment including sound, screening and electrical; expanded projection booth, theater seats, stage curtains and track, wall sconces and stairway lighting in the theater.
