Specifications include, but are not limited to: The Temporary Housing Services (THS) along with other ORS services, has the primary purpose of providing gender responsive, trauma-informed, culturally appropriate housing services for individuals newly released from incarceration. ORS clients may be recipients of other programs and services, therefore cooperation and service coordination with staffs from ORS, County agencies, and service providers is essential. ORS and its partners and stakeholders oversee their own specific reentry service contracts and agreements. Contractor is expected to operate THS in accordance with all laws and regulations mandated by federal, state, local statues, and regulations. 2. The County has established the following priorities: a. Contractor shall provide dedicated temporary housing beds to clients. b. Contractor will accept referrals for THS. Referrals to the Contractor will be made by ORS. c. Contractor will limit stay to ninety (90) days per client, unless additional time is authorized by the County. d. Contractor will assist clients in obtaining the skills and income needed to move into stable housing. e. Contractor will assure coordination of services with other service providers facilitated by ORS. f. ORS will facilitate regular case reviews with Contractor’s staff. g. Contractor will advise ORS on any and all emergency issues involving clients being housed in the program. h. Contractor will assure that a supportive, safe, and clean living environment is provided to ORS’s clients residing at the temporary housing. Furthermore, the THS provider will ensure that these requirements are in accordance with CCR Title 22, Division 6, Chapter 7 and all other relevant State Local, and Federal Health, Fire, Earthquake and safety regulations. i. Contractor is expected to coordinate all repairs and maintenance issues on a timely basis. j. Contractor is expected to serve clients as determined by ORS’s policies, procedures, directives, and guidelines, and that are within Contractor resources. k. Contractor can refuse to accept a referral if the client’s needs cannot be accommodated (e.g., the client requires a wheelchair accessible unit, but Contractor does not have one available, or if the client has medical or other personal care needs that the Contractor is neither equipped or trained to provide).
