Specifications include, but are not limited to: Commercial-Off-The-Shelf (COTS) Software Talent Management System (TMS) software licenses, and the services required to configure and implement the TMS platform in the vendor hosted, Software-as-a-Service (SaaS) environment for the Employment Development Department (EDD). There are eight (8) modules that will be considered to comprise the TMS platform. Of these, two (2) modules are considered Mandatory (M), four (4) modules are considered Mandatory Optional (MO) and two (2) modules are considered Desirable Scored (DS), as defined in Section 4, Proposal Requirements. The following two (2) modules are M: Learning Management System (LMS) Performance Management System (PMS) The following four (4) modules are considered MO: Talent Acquisition (TA) Onboarding (OnB) and Offboarding (OffB) Succession Planning (SP) Workforce Planning (WP) The following two (2) modules are considered DS: Position Oversight Management (POM) Background Investigation Tracking (BG)
