Specifications include, but are not limited to: The County of Fresno, on behalf of the Department of Behavioral Health (DBH), is seeking an agency to provide short-term lodging driven by peer support services to individuals with a severe mental illness whom are experiencing or at risk of homelessness. The intent of The Lodge is to gain insight through a pilot research project on what can enhance and increase engagement of individuals who are homeless or at risk for homelessness, with the onset of an early or severe mental illness and who are not engaging in care due to being in the pre-contemplation stage of change. This Transtheoretical Model for Stages of Change was described by Prochaska, DiClemente, and Norcoss in their 1992 article In search of how people change: Applications to the addictive behaviors. Specifically, County is seeking a provider to provide physical lodging facilities where basic individual needs can be met in a safe, secure, low barrier setting. Within this facility, trained peer professionals will utilize interventions, primarily motivational interviewing, to engage those who have been un receptive to treatment, considered to be in the pre-contemplation stage, and who are also homeless or at risk of becoming homeless
