Specifications include, but are not limited to: The Commission’s next steps are to develop the NHA program and prepare a NHA management plan. By law, the Secretary of Interior must approve the NHA Management Plan within three years of designation or the Commission will be ineligible for continued funding until approval. The Commission received supplemental funding to develop the NHA Program and Management Plan, including preparation of a workload analysis, project charters, vision statement, and project plans for NHA Management Plan components, Economic Sustainability Plan update, National Environmental Policy Act compliance, Internal Standard Operating Procedures, and grant guidelines. The work must be consistent with requirements described in federal legislation. The Commission understands that an NHA Management Plan has never been written in California, however it is like most documents done in the fields of environmental and urban planning. The Contractor can expect the components of the NHA Management Plan to include a set of policies, strategies, and recommendations, resource inventory, interpretive plan, and implementation plan. Models from other states will be provided by the Commission.
