Specifications include, but are not limited to: • Administer SMUD’s Home Performance Program (HPP). The Home Performance Program offers a comprehensive whole house approach to home efficiency upgrades using building science principles to assess the performance of the home, diagnose comfort, moisture and energy performance problems, and deliver high quality solutions. • Develop and administer a residential heat pump installation program in which contractors will install replacement heat pump water heaters (HPWH) in homes, including any required electrical upgrades, and deliver relevant customer education. Heat Pump HVAC may be added to this program at a later time. • Develop and maintain a Trade Pro Network. SMUD uses a Trade Pro Network to support HPP but until now has not developed a network of qualified professionals to support other programs. The successful Applicant will develop and administer a robust Trade Pro Network to support several SMUD programs. • Secure a robust software-as-a-service that supports workflow automation for the Home Performance Program, Turnkey Heat Pump Program and the Trade Pro Network, provides data validation and error checking, manages contractor submittals, handles all program tracking and reporting, and provides contractors, customers, and SMUD role-based access to program and project details.
