Specifications include, but are not limited to: 1) Contractor shall seek partnerships and have the ability to effectively manage many varying activities with several subcontractors to deploy services throughout the state, 2) Ability to provide a menu of services to meet the unique needs of as many local governments as possible. The menu of services will focus on priority policy areas, such as accessory dwelling units, by-right zoning, objective development and design standards, preparation of specific plans and CEQA streamlining, 3) Creatively propose a strategy to maximize resources and broaden impact at a local level, 4) Have a well thought out strategy to reach all geographic areas of the state, 5) Contact as many local governments as possible, and offer an array of products to meet a range of needs that accommodate local and regional governments that differ in capacity and resources.
