Specifications include, but are not limited to: 1) Renovate and restore the Marina in a manner that allows for it to operate as an affordable facility that is independent of subsidies from the City The City is interested in responses that can best maintain the look and feel of this important waterfront site, including the aesthetics of the surrounding residential neighborhoods. Keeping the Marina facility rates reasonable – while keeping the facility adequately maintained without a subsidy from the City – is a key goal. Operation of the Marina, shall include, at a minimum the following: A plan to manage existing expenses, including an annual debt service of approximately $702,000 and dredging expenses of $300,000 that are not covered by revenues. Management of all key operating areas to ensure that the facility is the best value based on fees and levels of service, including, but not limited to: o Berth rental rates; o Well-maintained and regulatory-compliant fuel dock; o Clean and litter free public areas; o Access to laundry and other long-term amenities; o Inviting guest dock; and o Publically accessible maritime supporting facilities. Compliance with all environmental and natural resources laws, regulations and permits Use of technology where applicable, including, but not limited to: o Payments for facility use; o Guest slip reservation system; o Payroll and timekeeping (assuming a management response); and o Water conservation and management. Marketing and advertising, especially which targets and attracts day use and event facility users from surrounding area and region. Preparation and submission of an annual business plan which will include an operating and capital budget. Recommendation regarding the rates and fees to the City Council for annual approval. Adhere to the reporting, auditing and filing requirements of California Statutes and other related laws. Ensure an annual audit is conducted by a certified public accountant in accordance with generally accepted accounting principles (GAAP) and governmental auditing standards (GASB). Provide periodic operating reports as may be prescribed by the City. Ensure security and protection of all City assets. 2) Fund the development of new or renovated docks, berths, slips, and associated facilities serving both the Marina and the local community Conceptual development responses should outline a strategy for funding the construction of new or renovated docks, berths, slips, and associated facilities that would serve maritime uses and provide venues for community gatherings and events that could generate additional revenue streams for the Marina. While the City is not requiring responses contain land-side or water-side housing/mixed use development, responses may include conceptual designs that incorporate some element of new development that meet the criteria and objectives of this RFQ. 3) Preserve or improve the existing aesthetics, quality, property values, environment and views of the surrounding neighborhoods. Any response submitted must preserve the existing environment of the local community and neighboring residential areas.
