Specifications include, but are not limited to: Transportation Studies and Analyses: Consultant will prepare various types of traffic studies/analyses for the Harbor Department’s terminal and roadway projects; Caltrans Project Study Reports/Project Reports; and environmental documents. Studies and analyses may entail travel demand model development and forecasting using the Harbor Department’s comprehensive model, including port-specific trip generation and distribution; roadway capacity and level of service (LOS); vehicle miles traveled (VMT) analyses; passenger-car equivalent studies; rail crossing analyses; vehicle and rail traffic counts; origin-destination studies; signal warrants; and conceptual design plans. The consultant will also provide miscellaneous services and activities, which may include, but are not limited to, cost-benefit analysis; grant application support; and GIS work. Intelligent Transportation Systems (ITS) Support: Consultant may provide support in the research, evaluation, planning, and preliminary design (systems engineering) of potential ITS projects, for the Harbor Department.
