Specifications include, but are not limited to: 1. Furnish all labor, materials, equipment, and supervision for the removal and disposal of existing impregnated KOH-pelletized carbon from the odor scrubber at the Benicia WWTP and supply and install specified PC in two 3-foot layers within a 12-foot diameter vapor phase absorber. 2. Firm to verify existing spent carbon is non-hazardous and dispose or recycle the material in accordance with all local, State, and Federal regulations. Spent carbon test results (sample date September 18, 2019 are attached as Exhibit A for review. It is the responsibility of the firm to determine if this material meets all regulatory requirements necessary for removal and disposal/recycling of the material. If the firm requires additional analytical testing be performed on the spent material prior to submitting a bid, the City of Benicia will assist with sample collection. Additional testing will be paid for by the firm. 3. Work with City WWTP staff to schedule the odor scrubber shutdown, lock-out and tag-out of all odor scrubber system equipment and return the system to service.
