The Newport Bay Trash Wheel is a proposed regional trash collection facility that will be constructed in San Diego Creek (SDC), 800 feet upstream of Newport Bay (33.651283 N, -117.864558 W). The Trash Wheel will remove floatable trash and debris from the 120 square mile tributary area before it enters Upper Newport Bay. The City’s Trash Wheel will be modeled after an existing device in Baltimore Harbor. However, the Newport Bay Trash Wheel will require a longer conveyor belt and a rail system to move a dumpster landside.The selected Proposer will perform field work, prepare all engineering and construction documents, and prepare and obtain all regulatory permits for the City to move forward to construct the Trash Wheel and associated landside facilities. Consultant shall also provide construction services during the construction of the project. Note that the project has an approved Mitigated Negative Declaration, dated September 12, 2018 (attached as a separate document). It is anticipated that the term of the agreement will be at least 30 months. This project is a collaboration between City of Newport Beach, Orange County Flood Control District (OCFCD) and Help Your Harbor, a nonprofit entity. The level of effort to complete the below scope of services is estimated at $250,000-$300,000.
