Specifications include, but are not limited to: 1. This is an as-needed Service Request based multiple-provider Contract. Caltrans is seeking up to three contractors to provide Title and Escrow Services for the acquisition of properties needed to accommodate future State highway facilities in Glenn County. The Contractor must be a title and escrow company regulated by the Department of Insurance. 2. The Contractor must be able to provide quick and timely preliminary reports on multiple parcels associated with a transportation project. 3. On transportation projects only, a portion or percentage of these parcels will require escrow services. The number of escrows required will vary according to the final project alignment and various other conditions. 4. Many parcels are partial acquisitions requiring partial reconveyance. Occasionally, parcels may be owned by a utility company, railroad, and/or other State or Federal departments or agencies. The occurrence of these services are of a rare nature. 5. Title searches may also include searches by legal descriptions and/or require in-person searches at the county recorder’s office. 6. Escrow services will typically be initiated and concluded within 30 to 90 days depending upon whether reconveyance documents are required. 7. Title and Escrow services may deal with multiple types of deeds, such as grants, easements and quitclaim deeds. However, deeds that are created by Caltrans will only require the Contractor to conduct the recording. 8. Some Title Reports or Litigation Guarantees may require the services to be performed on an expedited basis. Title Insurance policies and Litigation Guarantees must be received by Caltrans upon the sooner of 30 days from close of escrow or 30 days from the receipt of written request by the Caltrans Contract Manager.
